DNS stands for Domain Name System
It is the ruleset that controls what IP Address points to a specific Domain name.
For example: An IP address of 8.8.8.8 points at Google's DNS Server, and putting that IP into a browser will take you to their Public DNS page (dns.google)
Requesting a sub-domain (ie: finance.purdue.edu or business.dsb.purdue.edu) through Purdue goes through an approval process via the Hostmaster by Emailing hostmaster@purdue.edu
This includes all Domains that Purdue University owns and controls, such as purdue.edu, pnw.edu, and pfw.edu
Individuals can also request changes to already created IP/Domain space in the form of a CNAME, MX, TXT, or Host(A) record request.
